Spread is not profit. It compares the opening bid to the county's assessed value, which is not market value — Pennsylvania has no statewide assessment ratio. Counties assess against their own base years, some decades old, and the State Tax Equalization Board publishes a Common Level Ratio per county each year. Always use the county ratio. Open a parcel to run the full max-bid analysis, which accounts for the assessment ratio, surviving liens, quiet title, and holding costs.
Often needed before marketable title insurance on sheriff-sale purchases, especially where notice defects or residual claims exist; consult Pennsylvania counsel.
Allegheny County (Pittsburgh) largely skips Pennsylvania's classic Tax Claim Bureau upset/judicial path for many parcels and runs mixed mortgage-foreclosure and delinquent-tax real estate through the Sheriff's monthly virtual sales (Microsoft Teams per court orders). Properties sell subject to statutory Sheriff-sale rules, not as a pure free-and-clear tax deed. Register in advance for a bidder number (ID required); allow ~2 business days for processing. Foreclosure hotline historically 412-350-4704; general real-estate sale desk 412-350-4739.
Inherited from Pennsylvania rather than researched for Allegheny: type, redemption, returns, statute.
